How'd that happen?

A drought extends from Africa to Panama.
The Antilles, which once provided an agricultural fortune, are suffering a prolonged drought which has severely impacted the area from Trinidad to Panama.
While deforestation has been increasing, remediation has concentrated on planting trees, which have been used as fuel.
Our government has bought millions of such trees over more than 100 years!
Government and local business cannot invest at this level and could not refrain from political involvement.
Population growth and negligent governments have not helped the Antilles over 500 years, in spite of concerted “development” efforts. Treating the area as a “market” rather than a Colonial source of commodities (even if the sale needs initial support) helps establish the concept of self-sufficiency and local demand that CARICOM intends.

Commercial Concessions are Usually Exploitative
A Direct Vendor = Respected Trading Partner

A regional commercial installation could soon support itself without government involvement while developing infrastructure and related stability.
