What else is there?

The average poor resident of the Antilles, particularly Haiti, spends a large amount of time and money just getting water.

Importing fresh water is common in the Caribbean, rates vary from $20.
to $50. per 1000 Gallons in the Windward Islands;
New Providence Island (Bahamas) has been importing water from Andros Island for thirty years at a rate now over $5.41 per 1000 Gallons.
Worldwide, Turkey ships water to Israel and Cyprus,
Singapore buys water from Malaysia, and
Scandanavia will soon ship enough water to Iran to fill the
equivalent of 1000 Olympic-sized swimming pools per day.

OTEC production costs (without ancillary or by-product sales) are estimated at less than $0.10 per 1000 Gallons. If the tanker produced 30 Megawatts from Energy Conversion, it would use no fuel.
