Why Not Let George Do It?

That's a good question. The Paul Simon Water for the Poor Act 2005 establishes a mechanism for US government endorsement.

The US Government is associating Water development with Foreign Policy and the UN has too.

Commercial interest in water supply is up and OTEC is receiving wider publicity because of the current energy markets.

Water is increasingly recognized as a critical resource.

Haiti has been readmitted to CARICOM.
The Caribbean Community and Common Market has readmitted Haiti on completion of the recent legislative elections. There is no prospect that the Haitian government would be able to manage large capital projects internally for an extended period, though they may welcome benign assistance and capital investment.

Further, there is no incentive for commercial interests nor governmental ones to reduce the cost of a life-essential material that can be sold retail to little girls at ten cents per gallon in the oilcan carried on her head.
